Upland Police Department

If a family member, a loved one or you have been arrested by or are being investigated by the Upland Police Department / San Bernardino Sheriff’s Department operating in Upland, it can cause insomnia, mostly just from not knowing what will happen or can happen.  Moreover, one is dependent upon the accuracy, honesty and competence of a police officer, who may or may not be experienced or have the same sense of urgency as you in having the police report properly written.

 It can be wise to know the size of the police or sheriff’s department, the area’s demographics, a bit of history about the town, city or area, and the most common types of crimes the department investigates to make one’s communication with law enforcement more meaningful, more savvy and perhaps, more respectful.  This can lead to a better outcome than if one lacks such perspective and makes assumptions that may be wrong.

This article is presented with these goals in mind.

The City of Upland Police Department is located at 1499 West 13th Street.  It is a medium-sized station with 70 sworn police officers and, we estimate, 30 civilian support personnel assigned to it.  

The City of Upland is 15.62 square miles and has a population of 79,040 as of the 2020 census.  It used to be called North Ontario.

  
The citrus industry in Upland and neighboring Ontario started shortly after 1900, and by the 1930’s, citrus had become the dominant agricultural crop for California.  In 1936, the revenue from the citrus industry totaled $97,000,000.  This was second in profit only to the California petroleum industry, which totaled $159,500,000.  At the height of citrus production, the industry produced sixty percent of the nation's citrus supply and twenty percent of the world's supply. This success continued for citrus growers until the mid-1940’s, when the citrus industry as a whole began its decline.  After World War II, land values began to skyrocket, and growers began to sell their land to developers.

In 1954, the San Bernardino Freeway, later part of Interstate 10, was completed, connecting Los Angeles to San Bernardino.  The freeway, one of the first in the nation, eased the commute to Los Angeles and accelerated the transition of Upland from a rural citrus area to a residential and commercial community.

For arrests along Interstate 10 and State Route 210 crossing Upland, the California Highway Patrol (CHP) will normally handle this work, although one may be thereafter transported to the Upland Police Department for processing, a breath test (if a DUI) and booking.  The person may also be held at the West Valley Detention Center or the Central Detention Center in San Bernardino.

As of 2010, Upland’s population was 36.8% non-Hispanic white, 8.9% Asian, 6.5% African American and 44.1% Hispanic.

Most cases arising out of the Upland Police Department’s areas of responsibility are brought at the Rancho Cucamonga courthouse, but some are also brought at the San Bernardino Hall of Justice at 4100 Main Street in downtown San Bernardino.  

Over the last 25 years, our office has handled perhaps 30 cases arising out of Upland and prosecuted in the Rancho Cucamonga Courthouse.  These cases have included DUI, shoplifting, violation of a protective order, elder abuse and unlawful possession of ammunition, as well as many post-conviction matters.  

Nonetheless, we have received phone calls from people in Upland asking about hiring a criminal defense attorney.  We find that locals to the Upland often distrust local criminal defense attorneys as being social friends with prosecutors and judges, so they are unwilling to fight too hard to preserve their friendships, so we are considered as counsel instead because we are not located in Upland and presumably have no such ties or loyalties.
