The Garden Grove Police Department is a large force with 159 sworn police officers and an undisclosed number of civilian support personnel assigned to it. It is one of the largest city police departments in Orange County.
The Garden Grove Police Department is responsible for patrolling the City of Garden Grove, which has a population of 171,949 as of the 2020 census. The city is 17.98 square miles, which makes it bigger than many other cities in Orange County. State Route 22 (“The Garden Grove Freeway”) cuts through the middle of the city.
Steve Martin, the actor and comedian, graduated from Gardena Grove High School. Olympian and world-class runner Mary Decker, who famously tripped on August 11, 1984 in the 3,000 meter final during the Olympics in Los Angeles, also grew up in Garden Grove. Nicole Brown Simpson, wife and murder victim of O.J. Simpson, also grew up in Garden Grove.
As of 2020, the city’s population was 16.38% non-Hispanic white, 42.18% Asian (Vietnamese being 27.7%), 0.93% African American and 37.28% Hispanic. The Vietnamese population of the city is the second highest in the United States. Neighboring Westminster has a higher population has a higher Vietnamese population and even has a neighborhood named Little Saigon.
According to the 2010 United States Census, Garden Grove had a median household income of $59,988, with 15.5% of the population living below the federal poverty line.
Garden Grove is home to over a dozen Asian gangs, the historically most prominent being the Family Mobsters (FMS), the Garden Grove Boys (GG), Korean Crazy Dogs (KCD) and Vietnamese Thug Family (VTF). The gang’s initials are other seen on graffiti within the city. Now there are new gangs such as Vietnamese Together Crips (VTC), Tiny Oriental Posse (TOP) and Tiny Raskals Gang (TRG) that claim to be more powerful that these older gangs. Asian gangs are generally known to be exceedingly violent.
The Hispanic gangs (notably 17th Street 13 Los Road Kings (LRK) and Hard Times Rifa 13) of nearby Westminster and Santa Ana often claim parts of Garden Grove as their territory. The 13 in the name signifies the gang is a Sureño gang.
Most cases arising out of the Garden Grove Police Department’s areas of responsibility are brought at the Westminster Courthouse, but some are also brought at the Central Justice Center at 700 Civic Center Driver West in downtown Santa Ana. Cases that may be filed at the Central Justice Center instead of at the Westminster Courthouse would be very serious cases needing specialized prosecutors trained in handling such cases.
Over the last 25 years, our office has handled perhaps 250 cases arising out the Garden Grove Police Station and brought in the Westminster Courthouse. Such cases vary from DUI to domestic violence, to public intoxication, to some more serious sex offenses to shoplifting.
